U.S. Civil Flag Newsletter: The Second Ride of Paul Revere
U.S. Civil flags was founded shortly after 9-11, which I witnessed from my rooftop of my apartment here in New York City. It was the wake-up call and the line in the sand, a warning that the Republic was in grave danger. The Rats had taken over the ship, actually a long time ago. 9-11 was merely a consolidation of their control for the final removal of all freedoms in our country. I didn’t know at the time that, I was perceived as cargo on a ship and my birth certificate was a bill of lading being used as monetary instruments within the financial markets. Human beings had been turned into corporations using the legal definition of person.
I was dimly aware before 9-11 of the extent of the fraud, but like most American’s at that time, I wanted to trust my leaders, and believe that the government at least partially had our interests in mind. I thought there must be some good people in government that could be able to stem the erosion of freedom and liberty and rout out the villains. Again, I didn’t know that I was one of those human beings and I was actually a part of the fabric of the Republic itself.
Right after 9-11, everyone hung the stars and stripes everywhere showing their patriotism. The call for war also came at the same time, but the problem was, it was not the actual human beings that perpetrated the attacks against New Yorkers. The Blind Patriotism reminded me of the Hitler propaganda film, the Triumph of the Will with the use of the Swastika everywhere. It was incredibly effective in uniting of the people behind their leader.
I discovered the U.S. Civil flag shortly after 9-11 with an article from Barefoot Bob, who has since passed away. The vertical striped flag was a reversed image of the Stars and Stripes. I thought well to break the magic spell, you need to fight a symbol with a symbol. Our true enemies after all are unseen, the eye in the sky. We have been bound by our own flag by the money changers in the Temple to wage war against ourselves. The U.S. Civil flag cancels out that program and frees the mind and heart to restore the house and open the courtyard to masses that are no longer asses, informed and enlightened of our heritage as children of a loving God. The British are back and have swiped our land and our property through legal chicanery, we fight not with muskets or even snowballs, but paper and knowledge. It is a battle of the intellect, Our ancestors gave their blood for this land while we have given it away with the stroke of a pen. The Good news is that we have many pens with many different colors we just need to know when to write in Blue, Black or Red. I have seen many Patriotic Americans get into legal trouble over the years because of a lack of knowledge regarding the legal system.The true heroes are the ones that have been applying the knowledge that has been gleaned from self-study and using it on the field of battle which has been the roadways and in the courtrooms fighting the seizure of property. Their efforts though have cleared the path where the light at the end of the tunnel has become a virtual sun. The Civil Flag is a machete that is slicing up the Kingdom of the Prince of the Air. We have reached a point where the original vision of our founding fathers is in reach, the installation of the Republican form of Government correctly. This is the 3rd part of the cipher found in the Declaration of Independence, The Pursuit of Happiness…. This message is to encourage you to spread the word about the U.S. Civil flag, it is the Second Ride of Paul Revere carrying the Flag of the law of the land. We are here to finish the job that the founders started, the implementation of the Original Organic American Republic.

No More Peace Marches Please... Buy and Horde Silver
The founding Fathers said to coin money. It is an essential part of the fabric of what is known as a Republic. A Republic is a limited form of government ruled by a set of fixed principals, unlike a democracy that is fluid and dynamic that can be changed by the whimsical nature of the Public. Alexander Hamilton that famous American Traitor said the Masses are Asses. In this he was true and correct.
The average American has Sex for 11 minutes, that is the average lenght of a TV program between commercials. He gets all his intel from whatever the talking heads promote. Education in America today is a marketing game, sold like Coca Cola. In a democracy where majority rules, watch out baby anything goes. Now since a Republic has a fixed system of rules based on common-sense principals, it requires a fixed currency that cannot be abridged or debauched by outside influences. This is obviously the case with paper money which is worth 2 cents on the dollar of an original gold and Silver dollar. You are getting screwed royally, every day with the government expansion of the debt via the hidden rulers of the current oligarchy. This little rant is about how to de-stabilize our masters. Yes, you have a master and yes you are a slave. If you doubt that try not paying the property tax on your property? If it is your property why do you have to pay a property tax on something you allegedly already own? The truth is that a property tax is a use tax for property that is owned by the state. Same with your car, which is why you have a driver's license because you are someone Else's chattel.
Again, I am not here to argue these points, I am here to expose a flaw in the world domination plan. That flaw is the ownership of Silver in your hand; not the ETF's which is just a paper fraud scheme to make the dollar look like a prom queen rather than the pig that she is; oink oink. To expose the fraud of fiat currency, we first need to expose the fraud of the manipulation of the Gold and Silver. The gold markets are too big for the commoner, (that is you) to have a very large impact; but Silver is well within reach of the average Joe. The average Silver production is 890 million including recycled Silver worldwide. 60% of that is used for industrial production. Let's see, 890 million minus 534 million give or take a million leaves 356 million ounces; for bullion purchases in the coin version worldwide. That includes U.S. eagles Canadian Maple leafs, Austrian Philharmonics, Mexican Libertads and Chinese Pandas. U.S. Eagle production last year was an all-time record of 29 million oz.
30 years ago the Hunt brothers cornered the Silver market and drove up the price to $52oz. That is Silver all-time high not adjusted for inflation. Silver today is $16 after having risen 60% over the last year. 30 years ago there was minimal Silver usage for industrial purposes. Why has the price languished? Banker manipulation and inflation of the Silver and Gold markets. Silver as paper is probably leveraged about 30-1. When Silver is traded as ETF, no one usually takes delivery. It is just electronic ping pong, pure gambling like in Vegas. The markets today are just one big casino, where everyone is betting which direction something is headed. Nothing of value is being created by the financial markets. The game continues because all aspects of the market are controlled by the financial wizards. If no one has tangible possession of anything then any value can be made from nothing, even Gold and Silver. The mandrake mechanism, where the magician pulls the rabbit out of the hat, applies to Gold and Silver because, you have been fooled into accepting paper as money.

Your refusal to accumulate and hold precious metals is the abdication of the control of your wealth to the hidden masters running the game board. The current annual value of one year's Silver production is worth a measly 15 Billion that is less than mayor Bloomberg's net worth. Warren Buffet could buy the whole Silver production worldwide and have some spare change to purchase Coke and Starbucks. Over 1.5 million Americans voted for Ron Paul in the last 2008 presidential elections. That is 1.5 million potential bullion owners. At 100oz per person, we could accumulate more than the Hunt brothers did to drive up the price to $52oz. At the latest CPAC poll, Ron Paul won 31% of the vote for President for 2012. Ron Paul and the Libertarian philosophy is hitting the mainstream, everytime Obama injects another shot of crack into the financial system.
The Revolution can be won, with a co-ordinated effort by Patriots around the world to buy and horde Silver. A patriot can be in Russia, China or even in Kenya; as long as you are buying and holding Gold, Silver, Platinum or Palladium, you can be making a massive dent in the worldwide plan to create a single monetary system backed by nothing at all.

The Dream of Patrick Henry
This is a post off Rumormillnews.com by a guy named watchman. Patrick Henry states the the case for rebellion quite eloquently.
With eyes heavy from reading various internet news and articles, and as my head hit the pillow, I visualized and thought upon how history is never really in the past. Once manifested, it is both real and forever to be repeated.
In my dream I saw a ragtag group of modern American people of all races and creeds, and I heard an orator from the "past" begin to address the organizer of the group. Idle conversation ceased as he began to speak on the impact of various "laws" and decrees issued by "government" :
…These are the implements of war and subjugation; the last arguments to which kings resort. I ask gentlemen, sir, what means this martial array, if its purpose be not to force us to submission? Can gentlemen assign any other possible motive for it? …
They are meant for us: they can be meant for no other. They are sent over to bind and rivet upon us those chains which the British ministry have been so long forging. And what have we to oppose to them? Shall we try argument? Sir, we have been trying that for the last ten years. Have we anything new to offer upon the subject? Nothing. We have held the subject up in every light of which it is capable; but it has been all in vain. Shall we resort to entreaty and humble supplication? What terms shall we find which have not been already exhausted?
Let us not, I beseech you, sir, deceive ourselves. Sir, we have done everything that could be done to avert the storm which is now coming on. We have petitioned; we have remonstrated; we have supplicated; we have prostrated ourselves before the throne, and have implored its interposition to arrest the tyrannical hands of the ministry and Parliament. Our petitions have been slighted; our remonstrances have produced additional violence and insult; our supplications have been disregarded; and we have been spurned, with contempt, from the foot of the throne!
In vain, after these things, may we indulge the fond hope of peace and reconciliation. There is no longer any room for hope. If we wish to be free– if we mean to preserve inviolate those inestimable privileges for which we have been so long contending–if we mean not basely to abandon the noble struggle in which we have been so long engaged, and which we have pledged ourselves never to abandon until the glorious object of our contest shall be obtained–we must fight! I repeat it, sir, we must fight! An appeal to arms and to the God of hosts is all that is left us!
They tell us, sir, that we are weak; unable to cope with so formidable an adversary. But when shall we be stronger?
Will it be the next week, or the next year? Will it be when we are totally disarmed, and when a British guard shall be stationed in every house? Shall we gather strength by irresolution and inaction? Shall we acquire the means of effectual resistance by lying supinely on our backs and hugging the delusive phantom of hope, until our enemies shall have bound us hand and foot?
Sir, we are not weak if we make a proper use of those means which the God of nature hath placed in our power. The millions of people, armed in the holy cause of liberty, and in such a country as that which we possess, are invincible by any force which our enemy can send against us. Besides, sir, we shall not fight our battles alone. There is a just God who presides over the destinies of nations, and who will raise up friends to fight our battles for us. The battle, sir, is not to the strong alone; it is to the vigilant, the active, the brave.
Besides, sir, we have no election. If we were base enough to desire it, it is now too late to retire from the contest. There is no retreat but in submission and slavery! Our chains are forged! Their clanking may be heard on the plains of Boston! The war is inevitable–and let it come! I repeat it, sir, let it come.
It is in vain, sir, to extenuate the matter. Gentlemen may cry, Peace, Peace– but there is no peace. The war is actually begun! The next gale that sweeps from the north will bring to our ears the clash of resounding arms! Our brethren are already in the field! Why stand we here idle? What is it that gentlemen wish? What would they have? Is life so dear, or peace so sweet, as to be purchased at the price of chains and slavery?
Forbid it, Almighty God! I know not what course others may take; but as for me, give me liberty or give me death!

Ron Paul: Abolish the Fed: Constitution requires use of Gold and Silver

n just recent weeks, the federal government has designated billions of tax dollars for bank bailouts, including vast quantities to quasi-government agencies that helped create the economic crisis; billions more for automakers, and billions more for homeowners who default on their loans, so where will it end? Republican Rep. Ron Paul of Texas says he has at least part of the answer: abolish the Federal Reserve.
The congressman, a candidate for the 2008 Republican presidential nomination, once again has introduced a bill that would get rid of the private organization that sets interest rates and establishes monetary priorities.
"Abolishing the Federal Reserve will allow Congress to reassert its constitutional authority over monetary policy," Paul said in a statement at the time the proposal was introduced.
"The United States Constitution grants to Congress the authority to coin money and regulate the value of the currency," Paul said. "The Constitution does not give Congress the authority to delegate control over monetary policy to a central bank. Furthermore, the Constitution certainly does not empower the federal government to erode the American standard of living via an inflationary monetary policy."

The Texas lawmaker said the constitutional mandate to Congress actually provides only for currency "backed by stable commodities such as silver and gold."
"Abolishing the Federal Reserve and returning to a constitutional system will enable America to return to the type of monetary system envisioned by our nation's founders: one where the value of money is consistent because it is tied to a commodity such as gold," he said.
Paul said every problem in the economy, "from the Great Depression, to the stagflation of the '70s, to the current economic crisis caused by the housing bubble," can be traced to Federal Reserve policy.

Paul's plan calls for the director of the Office of Management and Budget to "liquidate" Fed assets "in an orderly manner so as to achieve as expeditious a liquidation as may be practical while maximizing the return to the Treasury."
Columnist and commentator Chuck Baldwin believes it's about time.
"'We've seen money go out the back door of this government unlike any time in the history of our country,' Senator Byron Dorgan, a North Dakota Democrat, said on the Senate floor. 'Nobody knows what went out of the Federal Reserve Board, to whom and for what purpose. How much from the FDIC? How much from TARP? When? Why?'" he wrote.
"Senator Dorgan is exactly right. No one oversees the Fed. The Fed is held accountable to absolutely nobody. But Senator Dorgan (as with everyone else in Congress) has no one to blame but himself. Ever since the Marxist, E. Mandell House, convinced President Woodrow Wilson to create the Federal Reserve in 1913, the Congress of the United States has had virtually nothing to do with the way our fiscal policies are managed. The Fed (which is not even a government agency, but rather a private corporation consisting of mostly foreign bankers) dictates America's financial policies," Baldwin said.
Baldwin cites the U.S. Constitution itself. In Article I, Section 8, Paragraph 5, it states Congress has the authority to "coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures."
"Only the elected Congress, not some private foreign (or even domestic) banking interest, has the power to make monetary policy," he said, and "paper money – known as the Federal Reserve Notes – is not even legal tender."
The problem Paul's plan confronts is simple, he wrote.
"No cosponsors. That's right. No cosponsors," he said.
"Until the American people demand that their elected members of Congress live up to their duties and responsibilities under the Constitution, they will continue to have their pockets picked clean by these corrupt banksters in New York City (and London) and their contemptible facilitators in Washington, D.C.," Baldwin wrote.
Paul's spokeswoman, Rachel Mills, told WND the congressman has strong feelings about the issue.
"The inflationary policies of the Fed are insidious," she told WND. "It's a hidden tax on the poor."
She confirmed the idea has been getting more attention recently, because "people are becoming really curious about the roots of our problems."
Federal Reserve Chairman Ben Bernanke this week said "policymakers" have "pulled out all the stops – cutting the federal funds rate … and establishing a series of lending programs designed to add liquidity into credit constrained markets."
He also committed to more "transparency," by introducing a new website for Fed information and new communications efforts.
Paul was unimpressed.
"While I applaud any effort towards greater Federal Reserve transparency, Chairman Bernanke's latest effort contains more window dressing than substance," he said.
Getting information from the Fed won't help, he said, "as this data is often inaccurate.
"If the Fed could not be trusted to foresee the present economic downturn, despite the myriad of market commentators predicting this, why should the current Fed data and predictions be any more trusted?" Paul asked. "Furthermore, these new initiatives only divert focus from the real areas where transparency is needed. The Fed's agreements with foreign central banks and international finance institutions need to be audited, as do the source and destination of funds provided through the Fed's emergency funding facilities."
At the CitizenEconomists.com site, J.D. Seagraves noted his organization's poll showed a "sarcastic and/or deranged 5 percent of respondents" believe the Fed's performance in the current economy is excellent.
One in four in that poll believe, "We should get rid of them."
"Support for abolishing the Federal Reserve System is mounting every day," the report said. "The fact that people are beginning to wake up to the problems caused by the Federal Reserve System is a hopeful sign. The only question is: is it too late? Columnist Jacob Hornberger last year noted that while Paul's abolition plan is considered "wacky" by some, at least two Nobel Prize-winning economists have agreed.
Economists Milton Friedman and Friedrich Hayek called for the abolition of the Fed during their careers, Hornberger notes.
"While Friedman spent much of his life advocating externally imposed constraints on the Fed's power to expand the money supply, his first wish was to have the Fed abolished, as he pointed out in a 1995 Reason magazine interview. In his book, 'Denationalization of Money: An Analysis of the Theory and Practice of Concurrent Currencies,' Hayek advocated a free-market monetary system of competing currencies," said Hornberger.
"Most Americans probably still believe that the Great Depression was caused by 'the failure of the free-enterprise system.' It is a false belief. The truth is that the worst economic disaster in American history was caused by the Federal Reserve. Give current Fed Chairman Ben Bernanke credit for publicly acknowledging that fact in a speech delivered in 2002 commemorating Friedman's 90th birthday," Hornberger said.

States May Be Getting Ready To Dissolve Our Federal Government
Could this be an ominous shadow drawing on the end of the United States of America? For years the Federal Government has presumed to be the all-powerful force governing our country, but it just could be that the Federal Government only exists at the pleasure of the state governments and the citizens thereof. States declaring sovereignty sounds like an act of secession and revolution. However the federal government can apparently be dissolved and another one formed anew at the discretion of the states. The existing Federal government may not leave willingly like so many European governments that are replaced routinely and it may engage a military effort with our own soldiers or the likes of a Black Water illegal military invasion to retain total control over us.
United States Federal Government laws are often in violation of the Tenth Amendment, which is perturbing, these events. This is predicated on an earlier provision of the Articles of Confederation, which states that, “Each state retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right, which is not by this Confederation [now Federation] expressly delegated to the United States, in Congress assembled.”
A growing number of states are declaring their sovereignty afforded under the U S Constitution’s Tenth Amendment however the conventional news media are not telling you about what is happening. The State of Washington on Wednesday - 11 February 2009 and most recently, New Hampshire [2009], Montana [2009], Hawaii [2009], Michigan [2009], Missouri [2009], Arizona [2008], Oklahoma [2008], Georgia [1996], and California [1994] all of which have introduced bills and resolutions declaring and reaffirming their sovereignty. Some other states have done this in the past but then let the issue go. Additionally, the states of Colorado, Hawaii, Pennsylvania, Arkansas, Idaho, Indiana, Alaska, Kansas, Alabama, Nevada, Maine, and Illinois are considering similar measures. More well may follow, such as Wyoming and Mississippi.
The Tenth Amendment of the United States Constitution, which is part of the Bill of Rights, was ratified on December 15, 1791 and states, “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.” Historically, this was done to reassert the assignment of the remaining rights to the states and the people of our country if they were not specifically delegated by our Constitution to the United States Government. Further, Amendment Nine on the Construction of the Constitution, Ratified on 15 December 1791 states, “The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.”
The Arizona State Legislature is currently formulating a bill that declares their state sovereignty. Their bill further asserts their state’s right during martial law to call back servicemen to protect Arizona state, "…if the President or any other federal entity attempts to institute martial law or its equivalent without an official declaration in one or more of the states without the consent of that state …” There is more near the end of this article.
A lot of this recent activity has come about due to the reckless demise of the banking system now and also in memory of the past during the great depression that fomented during 1929. There is a Russian academic, Igor Panarin who recently predicted that the United States would break apart into about six separate regions by 2010. Predictions of similar persuasion have been made before, rather they are right or not some big problems may soon ensue.
Much of the presidential character of the cabinet assembled by President Obama is representative of that of the previous administration. Obama perhaps is keeping the Adage, “keep your friends close and keep your enemies even closer.” A disrespect for our so-called leaders is met from our so-called leaders disrespect for us the citizens of our country. It may seem ironic that as we have a President from the land of Lincoln, and one who admires Lincoln, that another civil war could be brewing. It’s further ironic that states are beginning to fight back. Many individuals that were imprisoned by Abraham Lincoln for advocating their free speech on issues of the day. These times may be as exciting and revolutionary as when our country was beginning. Benjamin Franklin said something on the order of, “if we do not hang together, we most certainly will hang separately.” Its also ironic that our revolutionary war was with Great Britain and that the so-called Federal Reserve Board (The Banksters) is a corporate instrument of Great Britain, still engorging itself with our blood, our wealth and our money.

Comments reflected by Alex Jones indicate federal misjurisdiction of its authority that is infringing on state matters and on individual rights. States formed this federal government and it may be disempowered by 34 states [2/3rds]. The Federal government may have disenfranchised itself by making treatise that subvert its powers. As such the Federal government may already be insolvent even though it’s still operating. Federal negation of states’ rights is selling us out and is treasonous is among the repressive efforts against the states. States may dissolve this federal government. Nobody in Congress seems to read the bills they pass. We must educate ourselves or suffer the consequences for lack of knowledge. Presidents have become front men for wealthier world powers.
Generally all state resolutions and bills to regain states inherent rights are a perfectly legitimate concept. While succession could be a possibility, the dissolution of the entire federal government and the institution of a new one predicated mostly on our current one is a distinct possibility.
It has come to the point where the banks are controlling Washington DC [or, is it the Bilderbergers as part of the new world order?]. Or is it just the old world order they are trying to recreate? The use of crises to terrorize us and promote a new world order, based not on what is good for us, but for them! Any world government that should arise must be democratic and not arbitrary. Actually, it is still the Old World Order that the new world order advocates guised in the remains of globalism misused.
The primary Constitutional responsibilities of the Federal government are to control our borders, our currency and our military of which they are abdicating on all of these. Granted there is an enumeration in Article I, Section 8 of our Constitution providing for eighteen or so in total responsibilities and rights. Clause 18, considered the expansion or elastic clause states, “To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.” The union is already gone and America has been sold out to foreign banks. States have the right to dissolve the federal government in order to reconstitute it. There is a non-democratic globalist effort that is stealthily moving ahead with its plan for a world government and economy made in their image, not ours.
The Constitutional principle in the Tenth Amendment is reflective of Federalism in that by providing that powers not granted to the National government nor prohibited to the states are reserved to the states and to the people. In the Articles of Confederation, a precursor to our Federal Government today, "Each state retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right, which is not by this Confederation expressly delegated to the United States, in Congress assembled."
Once our Constitution was ratified, many desired the addition of a similar amendment limiting the Federal government to powers to those "expressly" delegated; this would have denied the use of implied powers. These powers result under the Elastic Clause the Constitution. Those implied powers are powers not given to the government directly through the Constitution, but are considered to be implied in Section Eight of our Constitution.
This document lets the government create Legislation and laws they considered necessary and proper so that they may remain in force, to meet as then or in the future unanticipated applications of the Constitution. The word "expressly" did not appear in the final version of the Tenth Amendment as it then was ratified.

In response to increasing federal encroachment, a growing number of states have passed and proposed resolutions to assert the Tenth Amendment and the Bill of Rights of the Constitution.
The Declaration Of Independence states: "Governments are instituted among Men, deriving their just powers from the consent of the governed, That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government"
A new vision for America is in the works. This is not just about state sovereignty, but America’s Sovereignty. We will be rebuilding America in the image we want, not what outsiders want. We are not ending America, but providing it a new beginning.
Here in are some of the resolutions and portions thereof:
A small portion from the resolution in Arizona created in 2009: “Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring, that:
1. That the State of Arizona hereby claims sovereignty under the Tenth Amendment to the Constitution of the United States over all powers not otherwise enumerated and granted to the federal government by the Constitution of the United States.
2. That this Resolution serves as notice and demand to the federal government, as our agent, to cease and desist, effective immediately, mandates that are beyond the scope of these constitutionally delegated powers.

IV. Surrendering any power delegated or not delegated to any corporation or foreign government.
V. Any act regarding religion; further limitations on freedom of political speech; or further limitations on freedom of the press.
VI. Further infringements on the right to keep and bear arms including prohibitions of type or quantity of arms or ammunition; and

“That any Act by the Congress of the United States, Executive Order of the President of the United States of America or Judicial Order by the Judicatories of the United States of America which assumes a power not delegated to the government of United States of America by the Constitution for the United States of America and which serves to diminish the liberty of the any of the several States or their citizens shall constitute a nullification of the Constitution for the United States of America by the government of the United States of America. Acts which would cause such a nullification include, but are not limited to:
I. Establishing martial law or a state of emergency within one of the States comprising the United States of America without the consent of the legislature of that State.
II. Requiring involuntary servitude, or governmental service other than a draft during a declared war, or pursuant to, or as an alternative to, incarceration after due process of law.
III. Requiring involuntary servitude or governmental service of persons under the age of 18 other than pursuant to, or as an alternative to, incarceration after due process of law.
IV. Surrendering any power delegated or not delegated to any corporation or foreign government.
V. Any act regarding religion; further limitations on freedom of political speech; or further limitations on freedom of the press.
VI. Further infringements on the right to keep and bear arms including prohibitions of type or quantity of arms or ammunition; and
That should any such act of Congress become law or Executive Order or Judicial Order be put into force, all powers previously delegated to the United States of America by the Constitution for the United States shall revert to the several States individually. Any future government of the United States of America shall require ratification of three quarters of the States seeking to form a government of the United States of America and shall not be binding upon any State not seeking to form such a government . . .”
